Before forwarding the correspondence to the Admiralty, I should be glad to be informed if a lump sum per annum could be named instead of payment by measurement. I object to the Ordinance being made applicable to the Imperial Government as far as the Navy is concerned, except with their consent, and in the absence of their approval I beg to request that steps shall be taken in the matter, until the decision of the Lords Commissioners of the Admiralty is communicated to me.
